طرح های هادی روستایی ازدهه شصت وارد نظام برنامه ریزی توسعه وعمران کشور شده ودرطی سه دهه اخیر تهیه واجرای این طرحها درسطح روستاهای کشور تحولات عمده ای رادرساختار کالبدی،فضایی آنها پدید آورده است .تهیه واجرای طرحهای هادی روستایی وفق ماده ‮‭۷‬اساسنامه بنیادمسکن انقلاب اسلامی به این نهادواگذارشده است. دراین راستا تاپایان سال ‮‭۱۳۹۱‬ازمجموع ‮‭۳۸۱۱۴‬ روستای بالای بیست خانوار کشور، برای ‮‭۲۸۰۰۰‬روستاطرح هادی روستایی تهیه وتصویب ودر ‮‭۱۲۰۶۷‬روستا نیز یکی ازپروژه های ده گانه این طرح اجراشده است . این طرحها بامشارکت مردم وازمحل اعتبارات دولتی درقالب سیاستهای تدوین شده دربرنامه های توسعه اقتصادی،اجتماعی،فرهنگی جمهوری اسلامی ایران اجرا می شود .هدف ازانجام این پژوهش بررسی اثرات اجرای طرحهای هادی روستایی درساختارکالبدی،فضایی روستاهای استان اذربایجان شرقی می باشد که به منظور ارائه مستندات تحقیق ، شهرستان شبستر نیز موردی مطالعه شده است.بدین منظوراطلاعات مورد نیاز درتحقیق حاضربه دوروش مطالعات میدانی)پیمایشی (ومطالعات کتابخانه ای)اسنادی(جمع آوری ومورد بررسی قرارگرفته است.دونوع پرسشنامه تهیه شد که پرسشنامه اول نظرسنجی ساکنین روستاها وپرسشنامه دوم به نظرسنجی مطلعین ومسئولین اختصاص یافت.اطلاعات جمع آوری شده درمحیط‮‭Excel‬ جمع بندی وویرایش شد وبااستفاده از مدل‮‭Topsis‬مورد تجزیه وتحلیل قرارگرفت.نتایج بررسی وتحلیلهای انجام گرفته نشان میدهد که تهیه واجرای طرحهای هادی روستایی ازجهات مختلف درسیمای کالبدی روستاها موثربوده است.نخست اینکه باتهیه طرحهای هادی روستایی توسعه فیزیکی روستاها قانونمند شده ومطابق مصوبات طرح هادی روستایی انجام میگیرد.دوم اجرای طرحهای هادی درنقاط روستایی که عمدتا بامشارکت مردم صورت میگیرد ضمن تسهیل عبور ومرور درداخل روستا باعث بالارفتن کیفیت زندگی از طریق اجرای سیاست نوسازی وبهسازی مسکن روستایی می شود.به جهت استمرار این تحولات پیشنهاداتی دریایان این پایان نامه آورده شده است

The rural guidance plans was started from sixties decade in planning and development system of country and in this three recent decades, preparation and implementation of this plans have created major of development in physical and spatial structure of them. Preparation and implementation of rural guidance plans in accordance with 7`th provision of the statute of Bonyade Maskane Engelabe Eslami (Housing Foundation Of Islamic Revolution) has been assigned to this institution. In this regard to the end of 2012, as total of 38114 twenty households village of country, for 28000 village , the guidance plan has been created and approved and one of the decuple of this project have been implemented. This projects are implementing in the form of policies that written in Islamic republic of Iran economical, social and cultural development plans whit the participation of local people and government budget .the aim of this research is studying the effect of the guidance rural plan implement in the East Azerbaijan province village`s physical environment that in order to presentation the study document`s, as the case study the county of shabestar also has been studied. For this purpose the data of this research collected and investigated in two methods of field study and library studies. Two types of questionnaires were prepared that first one was allocated in opinion of local people and second was allocated in opinion of knower and responsibles. The collected data was edited and summarized in Excel program and analysis in use of Topsis model. The result of the analysis carried out shows that create and implement of rural guide plan was effective in physical appearance of village in different direction. In first the physical development of village has been regulated and doing according to the legislation of rural guide plan, secondly the guide plan that create and implemented with the participate of rural people, facilitated traffic in to the village, also improved quality of living by implementing a policy of modernization and improvement of rural housing. In order to sustain of this development, the recommendation had been presented in the end of this thesis
